What counts as on-page SEO, and what counts as off-page?
On-page is everything you control on your own site — headlines, page structure, direct answers, internal links, technical health. Off-page is everything other people control about you — links from other domains, reviews, citations in directories, and mentions in the roundups that both Google and the AI assistants read. The dividing line is authorship, not importance.
That distinction matters in Salt Lake City more than in a generic market, because the local SERP is unusually mixed. A search for “seo salt lake city” returns a local map pack above the organic results, then a blend of national agency pages and third-party directories — Clutch’s Salt Lake City rankings and Semrush’s Agency Partners list both hold page-one organic positions for that query. The practical consequence is that “off-page” in this market is broader than link building. What is the ceiling on on-page work?
Roughly page two to page three on a competitive commercial head — and our own data shows the ceiling arriving faster than most people expect. On-page work makes you eligible for a position; it does not make you the most trusted result for it.
The same intervention on our Provo page tells the more useful half of the story. It moved the page from position 48.7 to 29.6 within three weeks, then the page drifted back to 35.4 as the whole “provo seo” query family softened together. Nothing about the page changed in between. When an entire family of queries moves as one on falling impressions, you are watching the SERP, not your site — and no further on-page work would have held the position, because the page already said the right thing.
That is the ceiling in practice. Once your headline matches the query, your page answers the question directly, and your technical health is clean, the remaining variable is how much the rest of the internet vouches for you. Does the same split apply to AI visibility?
Yes, and the two halves are even more cleanly separated there, because the answer format changes depending on which one is in play. This is the part that surprises most local business owners.
In our weekly sampling of a Utah buyer prompt, ChatGPT sometimes answers with prose that cites specific pages, and sometimes with a review-ranked panel of local businesses. Those are won by different work entirely. The prose answers are reachable with on-page substance: Aggarwal et al. How do you tell which constraint you’re actually under?
Pull your Search Console queries filtered to one page, sort by impressions, and read the top ten against that page’s own headline. If they disagree, you have an on-page problem and it is cheap. If they agree and you are still stuck around position 30, your constraint is off-page.
Then check the second thing, which takes two minutes. Search your main commercial query and look at what occupies page one. If it is mostly directories and roundups, your off-page work is partly a listings problem rather than a link-building problem, and getting into those specific lists is more tractable than out-ranking them. If a map pack sits on top, count the reviews on the businesses in it and compare with your own profile.

Match every commercial page’s headline to the query Search Console says it is already surfacing for, put a direct answer under each real question, and fix whatever is stopping a clean crawl. That work is cheap, reversible, and it resolves the ambiguity — after four weeks you will know from your own position series whether pages were the problem.
Then, if you are sitting in the twenties and thirties with aligned pages, stop buying content. Your remaining constraint is that not enough of the internet vouches for you, and in this market that means reviews on your Google Business Profile first, presence in the directories already ranking for your query second, and earned links third. That sequence is unglamorous and mostly not billable as a retainer, which is exactly why it gets sold to you last.
